Energy services provider FASTR is systematically expanding its presence in municipal heat supply. To this end, the corporate group is consolidating its activities for decentralised and climate-friendly energy concepts within an independent subsidiary, FASTR Kommunal GmbH. The new entity emerges directly from BayWa Energie Dienstleistungs GmbH, which was acquired by FASTR GmbH as of 1 January 2026.
Through the takeover, FASTR secured additional expertise and technologies, particularly in the biomass sector. The company draws on established structures: FASTR Kommunal already manages 25 heating plants for public and municipal clients. Certain customer relationships have existed for two decades. Following several corporate and portfolio acquisitions across Germany, the group is now bringing these activities together under a single brand.
Cooperation models for municipal utilities and local authorities
The service portfolio of FASTR Kommunal is aimed at local authorities, municipal utilities, and commercial clients facing the modernisation of their heating infrastructure. Alongside planning and financing, the company also covers the physical construction and ongoing operation of generation assets and district heating networks. Municipal partners also have the option of equity participation models, allowing municipal utilities to maintain their local roots and secure their supplier role over the long term.
- —Planning, financing, and construction of modern heating plants and local heating networks
- —Long-term operational management and heat contracting for municipal properties
- —Preservation and protection of local customer relationships via partnership-based participation models
Practical example in Falkenstein and operational leadership
A tangible example of this approach is the project in Falkenstein. There, the company delivered a modern wood-chip heating plant connected to a local heating network of around 1.2 kilometres, scheduled to enter service in November. The facility is operated under a long-term contracting model. According to management, this scheme demonstrates how economically viable and operationally reliable solutions can be implemented in active supply operations.
FASTR Kommunal GmbH is led by a three-member management team. Alongside Enno Philipps, who as Head of Operations at FASTR has held managing director responsibilities since the completion of the takeover, Jens Goldmund, Head of Commercial, and Jochen Schmitt, Head of Corporate Development, serve as managing directors of the specialised unit.
